What is a Precinct Chairmen ?

A Precinct Captain, also known as a Precinct Chairman, Precinct Delegate, Precinct Committee officer or Precinct Committeeman, is an elected official in the American political party system who serves as a link between the party and voters in a local electoral precinct. Its primary role is to  establish a direct link between a political party and the voters in a local electoral precinct.

The underlying role of a Precinct Chairman is to  build a relationship between those who hold public office and those who vote at the polls. They are responsible for organizing precincts, facilitating voter registration and turnout, distributing campaign literature, promoting the party, and addressing voter concerns. They also serve as members of the County Executive Committee (CEC), the governing body of the party in each county.

In many states Precinct Chairmen are also eligible to establish party unit committees for fundraising. Another important role of the precinct leadership is to provide a grassroots position with officials generally serving as volunteers, though in some states they may or may not receive a stipend. Positions of county captain have also been created, but those  positions are created for use in election campaigns rather than party organizing.

The requirements and procedures for becoming a Precinct Chairman vary by state and county, but generally involve filing a declaration of candidacy with the party in the voting district and being elected by the party voters in the primary election. The term of office is usually two years, but may be longer or shorter depending on state and county rules.

Melanie Grammar is the precinct chairman for Precinct 4 in Fannin County, Texas. She is a lifelong resident of the county and has been involved in the Republican Party for many years. Melanie grammar is a republican party chief and activist in Fannin County, Texas. She is the  vice president of membership for the Texas Federation of Republican Women (TFRW), a state wide  organization of over ten thousand ladies who support the Republican Party and its candidates. She is likewise the president of the Fannin County republican women PAC, a local club affiliated with the TFRW.
